Subject: Absolute neglect of Roads and Bridges Department – destruction of quality of work and gross negligence causing wrongful loss to the Nation, BMC, and the public at large.

 

Reg: Perfect planning and conspiracy to design all laws and practices  to promote corruption and inaction.
 

Respected Sirs,

I seek an urgent meeting regarding the absolutely substandard work presently being carried out on every bridge and every road in Mumbai. Despite repeatedly informing your offices for over a year, the situation remains unchanged. I once again place on record the following serious issues affecting every bridge and every road:

1. The surface condition is unacceptable on every bridge and road and absolutely substandard which cannot be accepted in financial capital of India.

2. Dust accumulation is present on every bridge and road, causing serious health and safety hazards. Footpaths are totally broken. Good footpaths were broken for no good reasons under guise of beautification to thereafter make it absolutely pathetic and frustrating. ( a designed way to promote corruption)

3. Water-logging continues on every bridge and every road during rains, proving defective drainage design and endangering life of bikers and motorist as water slashes on face of bikers and wind screen of motorists.

4. Water stagnation due to uneven surfaces creating saucers that hold water across the city on roads and footpath. It is common knowledge that water is the greatest enemy of tar and concrete, yet this is being deliberately ignored.

5. No expansion joints have been filled for the last 15 years — a designed act to destroy roads and justify repeated contracts, wasting public money. Designed way to promote corruption.

6. Water-logging near footpaths remains unaddressed throughout the city, creating dangerous conditions for pedestrians and vehicles alike.

7. P. D’Mello Road from Wadala to Regal Cinema is in an unworthy and hazardous state.

8. Eastern Freeway concrete has been covered with mastic, which is not a defect but a deliberate act of substandard work — amounting to cheating and criminal breach of trust by public servants and contractors, warranting prosecution under Section 409 IPC.

9. Hancock Bridge has been abandoned and left incomplete for over 10 years, with no progress or accountability.

10. B. Central Bridge and Sion Bridge have been demolished, but the work is indefinitely delayed, as usual, without any planning or vision.

11. The attempt to demolish Elphinstone Bridge was defeated by alert citizens — further exposing unplanned, unsafe, and unjustified decisions by the administration.

12. Vikhroli and Vakola bridges are absolutely substandard — the quality of work is unacceptable, showing the same pattern of negligence, corruption, and planned failure.

13. Manholes and chambers on multiple roads remain unsafe, posing danger to motorists and pedestrians.


14. Further, there appears to be gross administrative failure and possible deliberate intent to compromise infrastructure, as evident from:

  1. There are no Deputy Chief Engineers in the Bridges Department,
  2. There are scarce Sub- Engineers Assistant Engineers and Executive Engineers,
  3. Key officials like Shri Uttam Shrote are overburdened with multiple critical posts (Dy. CE Bridges, Chief Engineer Bridges, and Chief Engineer Coastal Road),
  4. conspiracy and inaction in employing adequate staff and filling expansion joints, despite repeated public grievances,

These facts, coupled with the continued substandard work, clearly prove a designed act and planning to loot taxpayers’ money by creating failure and then awarding fresh contracts again and again.


15. However, no action has been taken by your offices, despite the grave nature of these complaints. This amounts to:

- Endangering the lives of citizens,

- Promotion of corrupt activities, and

- Criminal waste of taxpayers’ money.


16. I request for personal meeting with detailed action taken report and all preventive measure ensuring the above designed corruption shall not be repeated:

  1. Whether there is an acute staff shortage in the Roads and Bridges Department and provide reason for such incompetency to appoint new staff.
  2. Why full and competent staff is not allocated to this department despite massive road construction projects worth thousands of crores being undertaken.
  3. Why Shri Uttam Rao is overburdened with three major responsibilities — Dy. CE Bridges, Chief Engineer Bridges, and Chief Engineer Coastal Road — which directly affect his ability to discharge duties effectively and in compliance with law.

This continued inaction constitutes a serious and sensitive lapse in discharge of statutory duties and requires immediate attention and rectification.


If any of my submissions are incorrect, I request you to kindly educate me with documentary evidence, as it is my constitutional right and civic duty to bring such matters to your notice. Awaiting your immediate action and reply.
