COMPLAINT UNDER SECTION 211 r/w SECTIONS 166 [Now BNS 198], 166A [199], 167 [201], 181, 182, 186, 187, 188, 199 [236], 200 [237], 201 [238], 218 [256], 219 (257), 409 [316(5)], 120B IPC AND CORRESPONDING SECTIONS OF BHARATIYA NYAYA SANHITA (BNS), FOR WILLFUL VIOLATION OF DUTIES UNDER THE RTI ACT, 2005

And violation of

i. Article 14 – Right to Equality before Law
→ Violation: Arbitrary and biased hearing violates equality and due process.

ii. Article 21 – Right to Life includes Fair Procedure
→ Violation: A fair hearing is a component of natural justice and fair procedure.

iii. Article 19(1)(a) – Right to Information
→ Violation: Denial of full hearing directly obstructs the exercise of this right.

1. That the present complaint is being filed by a law-abiding, public-spirited senior citizen aged 67 years, against the above-named accused persons in their official capacity for willful disobedience and malicious abuse of statutory duties under the Right to Information Act, 2005, thereby causing grave prejudice, suppression of truth, and obstruction of justice in a public corruption matter of the complaint filed disclosing cognizable offences involving ₹3 lakh crores against MHADA topmost officers which is kept in abeyance since last 30 months, illegally.
